Summary of Specifications:
The School Board of Okaloosa County seeks to purchase third party programming hours in order to assist with the development of a Local Instructional Improvement System (LIIS) to support, manage and enhance online learning. Currently, the School Board uses a variety of resources from various vendors as well as in house applications to meet professional development, data analysis and parent information needs. Ultimately, the School Board desires an LIIS that integrates seamlessly with our current Student Information System (SIS). The School Board is seeking a vendor to assist with the development of the LIIS to meet Race to the Top (RTTT) requirements. It is not the goal of the School Board to purchase a software package, but to purchase programming hours on an as needed basis during the contract period to provide additional assistance with this project. Additional information on RTTT requirements can be found at http://www.fldoe.org/arra/LIISMS.asp. The School Board currently has various components that meet some of the LIIS minimum requirements; therefore, “ground up” development will not be required. An attached document indicates which standards the School Board has currently met. At the completion of this project the School Board will own the source code for the LIIS and will utilize its programming staff to maintain and modify the LIIS. The School Board of Okaloosa County is seeking to purchase programming hours, on an as need basis during the contract period, to assist with this initiative, as well as provide additional programming support, on an as needed basis for the contract period, for the purpose of product development only, with optional technical assistance at an hourly rate.
