Summary of Specifications:
The County desires to have a consultant perform planning, engineering (not design for construction), legal, economic, public relations and related services for 3 planning horizons; short term (less than 5 years), medium term (5 year to 10 years), and long term (10 years to 25 years) program periods. Tasks will include investigating alternate recycling and disposal options for locations, technologies and organization. Related tasks may include Board of County Commissioner workshops and presentations, Capital Improvement Program development, rate studies, assistance with implementing new revenue mechanisms, modifying or writing new ordinances, preparing solicitations for universal waste collection, preparing information for workshops and media.
1. Develop options for collection, in-county and out-of-county disposal, recycling (proposed 75% by 2020), and management of two transfer stations. Prepare project implementation schedule. Prepare collection and disposal RFP, review, shortlist and recommend vendors from RFP responses, participate in contract negotiations. Review current collection and disposal contracts.
2. Develop modification of solid waste ordinances and investigate other revenue options.
3. Develop financial analysis for proposed options. Prepare rate study with recommendations for short term fee; evaluate medium and long term rate projections. Recommend financing format and schedule. Develop Solid Waste Rate & Cost of Service Study to include:
a. Determination Revenue Requirements
b. Determination of Revenue Sufficiency at Currently Effective Rates
c. Develop Allocated Cost-of-Service Study
d. Development of Rate Design Alternatives
e. Development of Rate Comparison
