Specifications include, but are not limited to: 4.1 This solicitation is for Armed and Unarmed Security Guard Services at facilities and locations identified in these specifications, in accordance with Chapter 493, Florida Statutes. 4.2 Contractor will provide personnel to perform Security Staff Supervision and Administrative Duties, which may include but not be limited to the following: • Answer telephones • Coordinate security services with facility leadership • Notify responsible authority if issues require escalation beyond Security Staff’s ability • Report suspicious or unusual activity and broken or missing equipment • Learn emergency and operational responsibilities for position • Perform all duties as assigned 4.3 Contractor will provide Armed Security Guard Services (Transportation Officers) to securely transport an estimated 550 inmates per week until relieved of duty by an authorized County, local, state, or federal official. Duties included are not limited to the following: 4.3.1 Inmate transportation services between County locations. 4.3.2 Inmate transport services between the Pasco County Detention Center and facilities such as county jails, juvenile justice centers, State of Florida correctional facilities, DCF facilities, federal prisons, medical facilities, and courthouses. 4.3.3 Inmate transportation services for United States Marshal Service to and from federal/state facilities in connection with County warrants, writs, and court appearances. 4.3.4 Inmate transportation services between any of the sixty-seven (67) counties located in the State of Florida in connection with County warrants, writs, or as otherwise ordered by an authorized official. 4.3.5 Contractor must have the ability to provide an estimated 120 weekly inmate transports statewide, with consideration that selected transport assignments will require two (2) transport officers, as policies dictate. 4.3.6 Contractor is responsible for communicating with other agencies to ensure inmates are present and available for pick-up and that the agency is aware of incoming inmate arrivals. 4.3.7 Contractor is not required to transport inmates outside the state of Florida. However, if the vendor has the ability to provide extradition services, the information and any costs indicative of extradition services may be listed separately in the vendor bid response. 4.3.8 Contractor shall schedule and transport inmates within five (5) business days of being notified an inmate is ready for transport. 4.3.9 The Contractor must have the ability to increase transportation services as needed to commensurate with County growth and increasing jail population. 4.3.10 Contractor is responsible for reviewing warrants and writs for accuracy and the compilation of required supporting documents. 4.3.11 Contractor is responsible for monitoring incompatible inmates, “keep separates”, and arrange transportation schedules accordingly. 4.3.12 Contractor is responsible for reviewing transport security risks and arranging transportation schedules accordingly. 4.3.13 Contractor is responsible for scheduling medical transports. 4.3.14 Contractor is responsible for coordinating information into calendar and transportation logs. 4.3.15 Contractor is responsible for compiling weekly and monthly transportation reports. 4.3.16 Contractor is responsible for verifying court dates. 4.3.17 Contractor is responsible for performing inmate searches.
