This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
National Park Service seeks QUOTATIONS OR OFFERS for Hazardous Fuel Reduction MASTICATION services within the Tuefel Community of Big Cypress National Preserve in Ochopee FL (Collier County).
Solicitation 140P5224Q0058 is issued as a Request for Quotation (RFQ) under FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services, which authorize use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold $250,000.
SET-ASIDE: 100% Small Business Set-Aside, Size Standard: $34 Million (annual receipts) under NAICS code 115310, Support Activities for Forestry.
ACQUISITION PROCEDURES: This solicitation and any resultant contract award will be governed by FAR Part 12 - Acquisition of Commercial Products and Commercial Services, which incorporates provisions and clauses in effect through Federal Acquisition Circular FAR FAC 2024-05 May 22, 2024.

Any additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are attached included in the Attachment Solicitation 140P5224Q0058 provisions and clauses. SYSTEM FOR AWARD MANAGEMENT: To be eligible for award, offerors must have an Active Registration at website https://sam.gov/content/home.
SUBMISSION INSTRUCTIONS: All responsible offerors may submit a quote, which shall be considered by the agency.
BASIS OF AWARD: Award will be made as a firm-fixed- price contract. The basis of award is the Best Value, where the NPS will conduct comparative evaluations of offers, and consider such criteria/factors as Technical Approach, Price and Past Performance. Award will be made to a responsible source (pursuant to FAR subpart 9.1 - Responsible Prospective Contractors) who offer in NPS view represent overall "best value" to the Government, pricing and other factors considered.

- Technical Approach (equipment, operator qualifications, availability, etc.):
- Relevant Past Performance: same or similar work the past five years. Past performance information not recent nor relevant will NOT be considered
Quote or Offer will be considered non-responsive and will not be considered if all the above required documents are not completed in full and received as part of your submittal package.
An award will be made to the Contractor whose submittal documents conform to the requirements as described in this solicitation represent "best value" to the Government based upon NPS comparative assessment of technical, past experience, and price. The Government reserves the right to award a contract to other than the lowest priced offer and may consider those mostly highly rated if in NPS judgment the non-cost factors offers "best value" when compared to all other lower price quotations or offers.
