This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80KSC024Q0004 for locating and delivering rock that meets the KSC Crawlerway specification to the DARCY site located on the Kennedy Space Center. Rock deliveries shall be at least 500 tons per month and should be completed within five months after Notice to Proceed (NTP). The preferred size of rock is ASTM #4, but ASTM #3 is acceptable if not enough ASTM #4 is available. The procurement shall be filled with ASTM #4 River Rock, ASTM #3 River Rock may be supplied only if there is not enough ASTM #4 to fulfill the procurement order. See attached Specs for definition of ASTM gradation sizes.
The provisions and clauses in the RFQ are those in effect through FAC 2024-05.
The NAICS Code and Size Standard are 212321 and 500 employees, respectively. The offeror shall state in their offer their size status for this acquisition.
All responsible sources may submit an offer which shall be considered by the agency.
Delivery to the DARCY site located on the Kennedy Space Center is required within five months after receipt of order . Delivery shall be free on board (FOB) Destination.
The DARCY site is open for deliveries Tuesdays & Thursdays from 0730 to 1100 and 1200 to 1500. To ensure that all rock delivered meets the Crawlerway rock specification, the project completion date will be set so that rock deliveries can be spaced out sequentially over time to allow the contractor ample time to ensure 100% of delivered rock meets the specification.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
