A. Maintain 100% CHRC and STA results returned with no lost or unaccounted for personal information. Maintain full regulatory compliance with the Transportation Security Administration (TSA) DAC services provider program. B. Coordinate with JAA’s current Credentialing System vendor, Intellisoft, to ensure proper operation of interfaces, data conversion, data integrity, and minimal disruption to JAA Badging operations. C. JAA currently has a test environment that is used to validate processes involved in data submissions to TSA. JAA will require that a permanent test environment for the DAC be established. All data must be validated prior to production migration. D. Provide capability to send biographic (STA) and biometric (CHRC) data electronically as one combined submittal to the TSA from the Airport via secure means compatible with the current identification badging and access control systems. Contractor will collect and/ or receive biographic and biometric data, validate, and implement quality control for all data received from the Airport. Such data shall be combined and sent to the TSA as one submittal. E. Ability to upload I-9 required documents for foreign born individuals and attach I-9 documentation up front for TSA adjudication for applicants born abroad. F. Systems capable of alerting to potential duplicate entries to resolve duplicate issues before submittal to TSA. Validate existing credentialing database against TSA badging records and provide capability to manually update records if necessary. G. Provide on-line reporting capability including the ability to search for applicant details, credit/debit memos, invoices, and transaction types. H. Provide bi-directional real-time batch automated data exchange capabilities to send Criminal History Record Check (CHRC) and Security Treat Assessment (STA) biographical and biometric data electronically to TSA from JAA’s Badging System via secure/encrypted means. I. Generate spreadsheet submission for the airport operator and post monthly to TSA in accordance with Security Directive 1542.04.08 series. J. Provide customer service managers and account representatives that will be available during JAA business hours 6:00 AM to 6:00 PM, Monday – Friday, (local time) for account issues and billing questions. Respondent shall also provide customer support center for responses to email and phone inquiries or request for technical assistance during the business hours referenced. K. Provide the ability to send CHRC and STA biographical and biometric data electronically to the TSA from the Airport via secure/encrypted method from JAA’s current badging system (AirportICE) without manual intervention by JAA’s Security Credentialing Section. L. Provide the real-time automated ability to enroll in the TSA FBI Rap Back subscription service and cancel subscription service within the AirportICE badging system. M. Provide email notifications when any interruption in the bi-directional automated communication is detected. N. Respondent must be compatible with current hardware and software for CHRC and STA submissions, listed in Section 3.03. O. Respondent shall provide detailed billing to include line items for cost of initial and renewal transactions, that include (STA, CHRC, Rap back) and dates of charge(s) per individual by company.
