The building where the cafeteria is located currently has 461 Department of Transportation employees with roughly 275 on site daily. This is the potential customer base available. Employees are under no obligation to purchase from the cafeteria. Normal operating hours will be Monday through Thursday from 7:00 a.m. until 2:00 p.m., serving breakfast foods from 7:00 a.m. to 10:30 a.m., and lunch from 11:30 a.m. to 2:00 p.m. A Holiday schedule will be provided with the Notice to Proceed. The Holiday schedule will be the only scheduled days that the Cafeteria will be closed. Any additional closure dates required by the proposer must be in writing and agreed to by the Department. A restaurant setting with hot lunch items is not necessarily expected, although desired by some employees. The nature and extent of the operation shall be left to the business judgment of the operator, provided all mandatory requirements of the Cafeteria Agreement and Scope of Services are met, and the Department disclaims any responsibility for the exercise of that business judgment.
