Specifications include, but are not limited to: Operation and Management of a LTAP Center The LTAP Center will be responsible for overall management and controls for the duration of the contract. The contract management and controls scope includes, but is not limited to, all work necessary to manage production efforts of the LTAP center, coordinate with the Research Center and FHWA, administer this contract, and monitor progress. Throughout the pilot, the LTAP Center is required to submit monthly reports and host on-site meetings as necessary to assure adequate oversight and monitoring of activities. The LTAP Center will submit monthly reports inclusive of all LTAP Center activities as specified in the contract, and host meetings on an as requested basis. Additional responsibilities include, but are not limited to the following: • Ensuring the Annual Work Plan demonstrates that training sessions are a major component of the program. Training under this contract is set at a minimum of 120 hours per month of face-to-face and distance learning training. Distance learning can be utilized for up to 50% of the training activities for basic training in the core areas. • Incorporating new innovative technologies and practices into the curriculum (EDC, SHRP, etc.), and documenting such. • Developing and maintaining an LTAP Center website. • Publishing a quarterly newsletter. • Developing and maintaining an updated mailing list of stakeholders for the program. • Maintaining an updated transportation library and distributing transportation technology transfer materials. • Evaluating program effectiveness, including but not limited to the submission of annual Program Assessment Report (PAR). • Adoption of a no-fee structure to the maximum extent possible for training and training assistance. • Establishing a communication plan to relay information to and gather needs of local agencies.
