THIS IS A SOURCES SOUGHT NOTICE ONLY for planning purposes only and to identify interested vendors for the requirement detailed below. A draft Solicitation, with sample Statement of Requirements (Attachment 1), CLIN Schedule (Attachment 2), and BPA Terms and Conditions (Attachment 3) are provided for vendors to review. Any information submitted by respondents to this notice is voluntary. The government will not pay for information requested nor will it compensate respondents for any costs incurred developing and providing said information. Information obtained from this sources sought notice may result in a future formal Request for Quote/Proposal. The applicable NAICS Code for this solicitation is 531120, Lessors of Nonresidential Buildings. The Small Business Size Standard is $34,000,000.00. This is a new requirement and is projected to be 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) if enough interest is received.
The 6th Contracting Squadron is currently seeking potential contractor sources for a multiple award Blanket Purchase Agreements (BPA)s for temporary and swing space/modular facilities support services. The Government anticipates awarding up three (3) BPAs to the responsible Vendors whose offer, conforms to the solicitation and provides the best value to the Government. The Government reserves the right to award more or less than three (3) BPAs. The period of performance for each BPA will be 01 October 2024 through 30 September 2029. This requirement will be solicited via the SAM.gov website.
THE CONTRACTOR IS EXPECTED TO PROVIDE: The contractor shall provide all tools, equipment, materials, and personnel to design, prep, transport, deliver, install, and remove modular facilities once order expires. The contractor shall also be responsible for building serviceability and maintenance for leased modular facilities for the duration of the lease. Once funded by the government, the contractor shall be responsible for tear down and removal of all modular facilities under each order issued.
FACILITY REQUIREMENTS: The contractor shall provide turnkey temporary and swing space modular facility solutions to include site preparation, design, delivery, installation, maintenance/facility support, and removal services as required.
The scope of BPAs will include the following:
a. Modular Office, size range – 8’x20’ - 50’x’72
b. Modular Storage, size range – 8’x20’ - 8’x40’
c. Modular Restroom, size range – 12’x28’ - 12’x60’
*Single and multi-unit restrooms
d. Modular Office/Restroom combo, size range – 10’x36’ - 12’x56’
e. Furniture
f. Setting/leveling/skirting
g. Decks/ramps/steps installation
h. Utility hook-ups (Electrical, Sewer, and Water connections)
i. Fire alarm testing
j. HVAC testing
k. Communication hook-ups and testing
l. Generator hook-ups and testing
m. Waste Removal
n. Maintenance
o. Cleaning and Restocking
p. Other modular buildings and services not listed above
Please provide a capability statement (LIMIT 2 PAGES) which must address all requirements stated herein:
- Technical qualifications of business to provide requested services;
- Evidence of any certifications and licenses related to any of the above services required;
- Evidence of the offerors business status (Large or Small Business), in addition to any other Small Business status; 8(a), Service-Disabled Veteran Owned, Veteran Owned, HUBZone, Woman-owned, etc.
- Teaming arrangements or partnerships that provide specialized expertise;
- Offeror point of contact information, address, Cage Code, Unique Entity Identifier, System for Award Management (SAM) expiration date and any other information that will prove the offeror is capable of performing the required effort.
