This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation 140FS323Q0209 is issued as a request for quotation (RFQ). The anticipated award date is within 20 days after the close of this announcement.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number: 2023-04, Effective Date: 06/02/2023.
This requirement is being solicited as a 100% Small Business Set-Aside. The applicable North American Classification System (NAICS) code is 212321, Construction Sand and Gravel Mining. The small business size standard is 500 employees.
The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation.

Delivery of material is expected to be sometime during the months of December 2023 thru April 2024 timeframe. Expected completion of material deliveries is approximately two weeks, weather permitting.

Prior to or following receipt of an award, the Contractor must register with the U.S. Department of the Treasury's Invoice Processing Platform System (IPP) to submit requests for payment. Invoices for services will be paid after the end of the month of service, advanced payments are not allowed.

1. Site Inspection:
Prior to submitting a quote, Contractors are encouraged to inspect the site where delivery and dumping conditions occur to satisfy themselves regarding all general and local conditions that may affect the cost and performance of the contract.
Contractors are allowed unsupervised access to the site, from 7:30am, EDT, 8/22/2023 thru 10:00am, EDT, 8/28/2023. The site location is 141 Godwin Road, Frostproof, FL 33843 (Refer to SOW for details and map). There is a locked gate that can be accessed by entering the gate code, 6482. Note: The dumping area will be mowed prior to deliveries taking place.
Question Submission:
All questions regarding this Solicitation must be submitted in writing to the Contracting Officer, Ryna Russell at ryna_russell@fws.gov no later than Monday, August 28, 2023 at 11:00am EDT. Please be advised that the government reserves the right to transmit responses to those questions of common interest to all competing schedule contractors through an Amendment to this Solicitation.

2. Quote Submission:

Required Submittal Documents:
Before submitting an offer, please read the entire solicitation package carefully. Offerors responding to this solicitation must submit the following documents:
1. SF 30 Amendment: (Only if applicable) If amendment(s) were issued, submit signed SF30 documents(s) acknowledging any/all Amendment(s)
2. Price/Quote: Quote must include your Unique Entity ID, Company Name, Address, Point of Contact (POC), POC email & phone number and include the following pricing breakdown showing pricing per cubic yard or per ton:
* Rip Rap (5"-12") - Not to Exceed (NTE) 35 cubic yards (~42 tons)
* #4 Gravel (1"-2") - Not to Exceed (NTE) 70 cubic yards (~84 tons)
* Roadbase/Baserock - Not to Exceed (NTE) 150 cubic yards (~240 tons)
3. Past Experience & References: Complete the attached document
Your quote will be considered non-responsive and will not be considered if all the above required documents are not completed in full and received as part of your submittal package.
An award will be made to the Contractor whose submittal documents conform to the requirements as described in this solicitation and who, based on a subjective assessment from the Government, offers the best value to include past experience and price. The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment, the past experience outweighs the price difference.
