Specifications include, but are not limited to: Develop site plans for proposed projects. Develop unit plans for new housing units ranging from 1 to 4 bedrooms of various building types and elevations. Units shall comply with the latest edition of the Public Housing Modernization Standards Handbook (7485.2), Uniform Federal Accessibility Standards (UFAS), Section 504 Americans with Disabilities Act, and applicable codes, ordinances, and regulations of the City of Lakeland, Polk County, and State of Florida. Provide unit designs with accessibility for the mobility impaired as well as accommodation for the hearing and visually impaired as required by HUD adopted UFAS with appropriate associated handicap parking. Five percent (5%) of accessible units and two percent (2%) hearing and visual impaired units as required by HUD shall be included. An exception is that each of the senior units shall be accessible. The neighborhood and individual housing units shall be visitable to the extent possible. Develop project specifications and cost estimates. Review cost estimates. Recommend concept design of possible property acquisition. Provide zoning and land use analysis. Recommend design modifications for existing structures or developments. Develop specifications and renovation drawings for existing structures. Provide Structural Architecture including single and/or multifamily structures. Provide interior design of standard color schemes for housing units, furnishings for model or typical units, and color schemes and furnishing for administrative and community facilities. Provide “finish board” consisting of designed elevation, colors, and interior and exterior features. Provide graphic design services as required to present design concepts and completed designs to residents, community stakeholders, City officials, and other stakeholders. Provide Landscape Architecture. Prepare schematic designs, design development documents, construction documents, permit documents, and as-built drawings. One set of contract documents shall be prepared for each phase. Prepare application and response to authorities having jurisdiction to achieve final approval for issuance of permits to include subdivision approval. Assist with bidding and contractor selection. Provide construction contract administration/monitoring. Provide warranty period services for 18 months after the date of substantial completion of the scope of work for each construction phase. Identify and recommend high performance components to achieve a higher standard of sustainable design with the end user quality of life being a key indicator. Design Housing Modernization including, but not limited to, replacing the existing components with green components while addressing maintenance and operations for the units. Design moderate rehabilitation of multi-family complexes for the creation of energy efficient, Greener Communities. Survey existing facilities for compliance with the accessibility requirements of the "Americans with Disabilities Act of 1990" (ADA, Title II & III as well as ADA Accessibility Guidelines Standards for Access Design). Advise on barrier removal to integrate the letter of the law with the spirit of the law when eliminating barriers in the built drawings, specifications, and project management to assure that implementation complies with the ADA Accessibility Guidelines (ADAAG)/Standards for Accessible Design.
