4.1. SCOPE OF WORK All body armor shall be of a wrap-around design and consist of microfiber carriers that will encase the front and back ballistic panels that are ergonomically designed for a tailored fit with minimum visibility on the male or female wearer. “Gender neutral” certification ballistic shapes are encouraged in addition to the required formed female vest. Body armor shall be designed for maximum comfort with a minimum of bulging or wrinkling. The vest configuration shall be in the slip-over type which covers the major portions of the upper torso (wrap-around). The vest shall cover the chest approximately up to the collar bone and have a scoop or “V” neck sufficient to maintain concealability with an open shirt collar and extend downward to the waist, but, not so far as to cause “push-up” when seated. The vest shall be designed so as not to irritate or restrict arm movement by the wearer. A special threat plate / pad shall be included with every vest with the minimum dimensions of 5” X 8”. 4.2. SPECIFICATIONS A. Introduction - The City of Orlando (City) is seeking to purchase FirstSpear® body armor for the Orlando Police Department SWAT Team. It is the City's desire to secure a supplier to purchase body armor for new and existing members of the team throughout the year. B. Materials 1. All materials shall be new, unused and without flaws that affect appearance, durability and function. The vest cover(s) shall be removable from the ballistic panels for individual laundering. 2. Carrier exterior color shall be available in multi-cam and black. Carrier interior fabric shall consist of smart-fabric technology to help keep the wearer cool and dry. The fabric shall be water repellent capable of releasing moisture without absorption allowing for higher evaporative cooling and faster drying to take place. The carrier shall be manufactured from a high quality, stable, and first-class material. C. Construction 1. The vest cover shall be a custom fit to house the front and rear ballistic panels with a separate pocket in both the front and/or rear of the vest to accommodate a trauma plate/panel. The panels shall be secured in the cover using a self-suspending ballistic system which will keep the ballistic panels from sagging and bunching in the bottom of the carrier. The front and rear panels of each vest shall secure over the wearer’s shoulder using a strap made of neoprene or equivalent material. Four or two Velcro elastic side straps will hold the front panel to back panel at the waist and offer adjustability for the vest. Carrier will have easy access panel removal with lower torso concealed zipper. Carriers shall be available with or without tails, based on the wearer’s preference. 2. Vest shall be certified to have passed all ballistic test protocols in accordance with the National Institute of Justice (NIJ) Standard 0101.06, at least a threat level II and IIIA, and latest revision. Each manufacturer shall ensure that certification of their tested vest(s) is submitted to the City along with their proposal response. The ballistic certification shall be at the bidder’s expense. Any submitted product shall have also passed special threat testing at an independent NIJ certified laboratory.
