This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5.

- Background: The most recent laboratory analysis results for the CPP system indicated severe conditions for high water content and high acid. Tech Standard 262 defines severe as follows: SEVERE Lubricant physical properties, contamination, and/or component wear is clearly serious enough to require immediate diagnostic and corrective action to prevent major long-term loss of performance or component failure in service. Increases in operating hazard are likely. Short-term loss of performance may already be present. Large-scale repairs may be required. It may be necessary to remove unit/component from service until a confirming resample is tested and diagnostics confirm that repairs are required. Currently the recommendation from the ALS laboratory is to resample and submit for analysis to verify water content and acid number and dehydrate lubricant using heated vacuum dehydrator. Resample and monitor onboard using handheld Fluidscan tester. With the current laboratory results and previous consistent failed samples SF feels that the Shell Biodegradable ISO 68 is not a sustainable hydraulic fluid for use in a warm weather environment where condensation formation is unavoidable. Immediate actions will be to utilize the filter cart and heater as well as continue to closely monitor CPP system for abnormal fluid pressures and temperatures.
