Specifications include, but are not limited to: A. Review and ensure compliance with all information provided by the applicant (RFP, RFP proposals, maps, project budget, pro forma, market study, project schedule, and other requirements) for the project to include: A. HOME-ARP New Construction Underwriting B. Technical Assistance – Not to exceed $5,000. B. Continued consulting, as needed, for HOME-ARP-funded activities. C. Identify any additional information or materials that would be required to perform the tasks in accordance with CPD 21-10 and other HOME-ARP requirements to determine that the property will be financially sustainable for the duration of the 15-year HOMEARP compliance period (i.e., Sources & Uses Statement). Review subrecipient submission of documents, provide comments and technical assistance. D. Perform credit underwriting and subsidy layering in compliance with HUD requirements for the project identified above and issue a final report for the project indicating approval and compliance with HOME-ARP regulations. Provide documentation backup for all required elements. E. Perform cost allocation for a mixed-use project, if required.
