The Department is seeking a Consultant Firm to provide Property Management Clearing and Surplus Services for the Department’s projects in Miami-Dade and Monroe Counties. The Consultant will be responsible for right-of-way clearing and surplus services (including leasing and surplus of real property), as well as other property management services as needed. The Department requires the Consultant to have experience in the Department’s right-ofway clearing and real property surplus processes, and any other functions performed by the District Six Right of Way Office- Property Management, in compliance with the Department’s Procedures, rules and regulations and local, state and federal laws, rules and regulations. The Consultant shall function as an extension of the Department’s Right of Way staff by providing qualified technical and professional personnel to perform the duties and responsibilities assigned under the terms of the contract. The Consultant shall minimize, to the extent possible, the Department’s need to apply its own resources to assignments authorized by the Department. The Department, at its option, may elect to expand, reduce or delete the extent of each work element described in this Scope of Services document. The Consultant, upon written request, shall provide the Department with a sufficient number of qualified personnel to assist the Department in any work pursuant to the contract. Assigned individuals will work in the Department’s District Six office, on an asneeded basis, during normal working hours, although in special circumstances adjustments to these time frames may be necessary. No adjustment will be made for premium time such as weekends, holidays, office closures, and overtime. The Department shall request Consultant services on an as-needed basis. There is no guarantee that any or all of the services described herein will be assigned during the term of the contract. Further, the Consultant shall provide these services on a nonexclusive basis. The Department, at its option, may elect to have any of the services set forth herein performed by other consultants or Department staff. The Consultant may employ, partner with or jointly submit a sub-consultant who is qualified to provide facility management services.
