Specifications include, but are not limited to: Hillsborough County intends to recommend the award of a noncompetitive purchase of the Phoenix G2 fire station alerting system to US Digital Designs, Inc. (USDD), in the amount of $4,110,855.57, for a four and a half year contract term, which includes a hardware and labor allowance of $384,948.00 for the Fire Rescue Department. The Phoenix G2 fire station alerting system will provide the latest functionality in the marketplace to reduce response times including multiple station notifications dispatched simultaneously through text to speech, a customizable interface with the existing computer aided dispatch (CAD) system, and redundant alert notifications via a smartphone/mobile station alerting application to County issued phones. This procurement is being made in accordance with the County’s Procurement Policy Section 3-208(16), because the implementation, programming, training, and related services are available only from the owner of the copyrighted software. USDD is the sole manufacturer, owner of the proprietary software, and is the only known supplier available to provide the functionality, support, and technical expertise necessary to upgrade and migrate Hillsborough County’s existing fire station alerting system to the newest technology.
