The aerial imagery services must meet the following requirements: 5.1 Color Orthophotography and Color Oblique Imagery: Two (2) flights over a 6-year period. Individual Oblique Color Images at Nominal GSD (Ground Sample Distance) of 3-inch and 6-inch. Individual Orthophotography Color Images at Nominal GSD of 3-inch and 6-inch. Ortho and Oblique Imagery Integration into the County’s Central Square CAD software. Oblique Imagery Integration into the County’s QPublic website. 5.2 Internal Custom Application with Analysis Tools: The vendor must provide an internal application with the following features: Measurement Tools to measure the length, width, and height of any feature in the image. Ability to annotate images with text, lines, circles, and other markers. Click on any feature in an image to retrieve geo-coordinates and/or elevation. Change Detection Software to compare images from two different years and display changes in structures. The results should include a building outline deliverable in a standard GIS format. 5.3 Flying Conditions: Aerial flights must occur under clear conditions, with no snow cover, and leaf-off imagery. The flights should aim to minimize shadows from structures to ensure accurate imagery. 5.4 Flying Coverage: The vendor must provide information on disaster flight coverage at no cost or reduced rates if applicable.
