Specifications include, but are not limited to: The vendor must provide 4 weeks of Toolmark Examination training and 10 weeks of Firearms Examiner training commencing on January 9, 2023 and ending not later than April 14, 2023 in the use and application of comparison microscopes for the following topic areas. Additional detail on the content of this training is listed in subsequent specifications. Topic A:Toolmark Analysis (4 Weeks) – Up to nine (9) Trainees* Topic B: Handgun Bullet Comparisons (5 weeks) – Up to eight (8) trainees Topic C: Handgun Cartridge Cases Comparisons (5 weeks) – Up to eight (8) trainees * Additional trainee for Topic A includes Examiner currently authorized in Firearms casework who has not received the toolmark block of training The vendor must provide a minimum of two (2) onsite trainers experienced in firearms/toolmark examination in a forensic laboratory setting. The vendor must provide a CV or resume for each of the proposed trainers for GBI review and approval. On a bi-weekly basis the vendor’s trainers must complete DOFS Training Form 1 for each trainee, which details the progress made during the previous week of training, areas that need further improvement and other relevant comments. These completed forms will be reviewed and approved by the GBI Firearms Technical Leader. Topic A- Toolmark Analysis- The vendor must at minimum provide training on the following concepts: A. Research and study the various methods for manufacturing tools B. Define and discuss the terms tool” and “toolmarks identifications” and determine the kind of conclusions that may be reached in toolmark identification C. Research and discuss the microscopic examination and comparison of fired ammunitions components related to toolmark examinations. D. Research, define and discuss various toolmark related terms. E. Determine and discuss the types of conclusions that can be reached in cases in which no tool was submitted F. Research and describe various tool/toolmark actions as the relate do toolmark identification G. Research and define the term “ class characteristics” as it applies to toolmark identification H. Produce toolmarks with a selected number of tools and describe the class characteristics of the produced mark. I. Produce toolmarks with a specific tool in two similar items and attempt to identify the produced marks to one another. Repeat this process with various tools. J. Research and learn the technique of revers lighting on the comparison microscope K. Discuss and demonstrate the making of casts and toolmarks L. Administer Practical and written tests as specified in TNFA 8 of the training manual Topic B – Handgun Bullet Comparisons – specific training requirements. The vendor must provide training of the following concepts: Research and define the AFTE Theory of Identification as it relates to toolmarks. Research and define the meaning or significance of various examination and comparison terms and phrases. Research and discuss the importance of various characteristics of fired bullets or bullet fragments. Review the GBI Crime Lab protocol for the examination of fired bullets. Familiarization with the AFTE General Rifling Characteristics (GRC) file. Demonstrate proficiency in accurately determining rifling characteristics of both conventional and polygonal fired bullets using DOFS protocols and completing DOFS worksheets to include a list of potential manufacturers that fired the bullets. Compare and identify known test bullets to one another that have been fired using different ammunition and different firearms. Compare and identify bullets to one another from sets where bullet origin is unknown to the trainee. Demonstrate proficiency in accurately comparing bullets from known and unknown sample sets to include all conclusions used by the section and completion of section worksheets. A minimum of 100 bullet sets will be completed, including the known-to-known comparisons. Administer practical tests as specified in TNFA 4.5 of the training manual.
