Pursuant to the Official Code of Georgia Annotated §§45-20-50 et seq., this electronic Request for Proposals (“eRFP”) is being issued to establish a contract with a qualified supplier who will provide Flexible Benefits brokerage services and optional consultant services as defined in Attachment B Broker Consultant BRD to the Department of Administrative Services on behalf of the Employee Benefit Plan Council (hereinafter, “the State Entity”) as further described in this eRFP. The Employee Benefit Plan Council (EBPC) was enacted by legislation in 1985, which provided the Council the authority to establish and operate the Flexible Benefits Program for eligible employees pursuant to O.C.G.A. § 45-18-50, et seq. The Council adopted a cafeteria plan per Internal Revenue Service Code Section 125 and promulgated certain rules and regulations for administering these benefits. The Department of Administrative Services (DOAS)/Human Resources Administration (HRA) division offers its voluntary Flexible Benefits Program to certain State of Georgia (SOG) active employees, their eligible dependents, COBRA participants and retirees. Premiums are 100% employee paid. As per Section 1.2.1.2. of the Georgia Procurement Manual, this solicitation for a proposal is exempt from the State Purchasing Act, Official Code of Georgia Annotated § 50-5-50, et seq. The following governmental entities, are eligible to participate in the State's flexible benefits, including Executive Branch Agencies, School Systems, Libraries, Technical and Community Colleges, Community Service Boards, County Health Departments, Boards of Health, Regional Education Service Agencies, Authorities, and Charter Schools. Note, the University System of Georgia is not eligible to participate in this program. A list of the participating Georgia agencies/entities is in Appendix A. An overview of the various types of agencies/entities in in Appendix B. Comparing the two will provide insights into the growth potential for the program. . The State entity, Human Resource Administration, provides 14 (fourteen) Flexible Benefit offerings to qualifying employees, retirees, and COBRA participants.
