This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
The intent of this synopsis is to identify potential sources that are capable of constructing a low-rise Joint Consolidated Communications Center consisting of concrete slab on grade foundation, with cast-in-place reinforced concrete walls, and concrete roof to support Communications, Command and Control, Computer, Intelligence (C41) operations at Andersen Air Force Base, Guam. The facility provides a secure, state-of-the-art communications center and administrative support spaces for the 36th Communications Squadron (36CS) function.
The magnitude of construction for this project is anticipated to be between $250,000,000 and $500,000,000.
The Government will evaluate responses based upon experience and bonding capacity. Interested sources having the capability to perform this work are invited to submit a completed Questionnaire (Attachment 1) and Experience Questionnaire (Attachment 2), limited to ten (10) single-sided, 8.5”x11” pages and 10-point font or larger.

The market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
