Naval Facilities Engineering Systems Command (NAVFAC) Pacific, Construction Contracts Branch, is seeking to package three (3) projects for construction of the following:
(1) An aircraft parking apron with associated taxiways and shoulders, flightline maintenance support facility, utility buildings, airfield fence, and hydrant fueling pits and piping required to accommodate bombers, tankers, and other aircraft. Work should include all subgrade and subbase work, drainage, airfield lighting, grounding, mooring, markings, fencing, ramp area lighting, and other necessary airfield support. New utilities including a fuel hydrant loop, fuel hydrant pits at each parking position, and fire hydrants located around the perimeter, as well as site improvements and communications. The project will include the necessary infrastructure and facilities to support the operational requirements.
(2) A cast-in-place concrete Maintenance Hangar with squadron operations and aircraft maintenance unit administrative spaces, aircraft support maintenance shops, warehouse area, POL storage, and equipment shed to support the Enhanced Fighter Training Detachment mission at Andersen AFB utilizing conventional design and construction methods. Infrastructure and facility design should be compatible with applicable Department of Defense (DoD), Air Force, and base design standards. Work to include utilities, site work, heating, ventilation, and air conditioning (HVAC), communications, fire suppression system, pavements, information systems, parking, and demolition.
(3) Two 10,000 Bbl cut and cover (cut’n’cover) and an aircraft liquid fuel truck fill stand, fuel stand unloading, pump houses, and filter building. The pump houses will stand on top of the cut’n’cover tanks, per the design standard. The filter building will include a filter room, a control room, and a generator room. The project will include the necessary infrastructure and facilities to support the operational requirements.
The North American Industry Classification System (NAICS) may include Subsection 237310 – Highway, Street, and Bridge Construction. The applicable size standard is $45 million. The magnitude of construction for this project is anticipated to be over $500,000,000.
Interested sources having the capability to perform this work are invited to complete the Questionnaire (Attachment 1) and Construction Experience Project Data Sheet (Attachment 2), limited to four (4) single-sided pages [or, two (2) double-sided pages], 8.5” x 11”, 1” margin left/right/top/bottom, and 10-point font or larger. Submission shall be received by electronic mail to adele.m.murakami.civ@us.navy.mil by 18 June 2024, 2:00 p.m., HST. Complete information must be submitted, as the Government will not seek clarification of information provided. The Government will not contact the concern for clarification of information.
