Specifications include, but are not limited to: The Adult Education Family Literacy Act (AEFLA) is authorized as Title II of the Workforce Innovation and Opportunity Act (WIOA). It is administered by the Office of Career, Technical, and Adult Education (OCTAE) at the U. S. Department of Education. The Hawaii State Department of Education (Department) Office of Curriculum and Instructional Design is the AEFLA grant recipient for the State of Hawaii. Hawaii receives approximately 2.3 million dollars annually to provide adult education services. The amount each state receives is based on a formula established by Congress. 3.2.1 Collect and analyze statewide data on the effectiveness of an adult education outreach campaign. The CONTRACTOR shall meet with representatives from the AE program to develop a plan to collect data from the statewide adult population to determine the effectiveness of the outreach campaign. The plan will focus on whether key message points of the AEFLA were retained, which includes, but is not limited to: ● Assist adults in becoming literate and obtaining the knowledge and skills necessary for employment and economic self-sufficiency; ● Assist adults in attaining a recognized secondary school diploma equivalent and in the transition to postsecondary education and training through career pathways; and ● Assist immigrants and other individuals who are English language learners in: 1. improving their (i) reading, writing, speaking, and comprehension skills in English; and (ii) mathematics skills; and 2. acquiring an understanding of the American system of Government, individual freedom, and the responsibilities of citizenship. 3.2.2 Collect and analyze statewide data on the public perception of adult education in Hawaii. The data collection and analysis on the effectiveness of the adult education outreach campaign will also determine the public perception of adult education in Hawaii. 3.2.3 Analyze and report on adults with low literacy skills in the state. The CONTRACTOR shall meet with representatives from the AE program to: • Assist the AE program to develop a plan to analyze the adult population in Hawaii using PIAAC Skills Map and American Community Survey data to determine those that have low literacy skills; and • Develop reports with sections that shall include, but are not limited to, introduction, methodology, data analysis, results and implications, and conclusions. Reports shall also include any other appropriate materials, which includes, but is not limited to, infographics. Reports will be used by the AE program to present and communicate the findings to AEFLA stakeholders and may be organized by geographic and demographic characteristics.
