The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) requests for proposal (RFP) N32253-23-R-0010 with the intent to award a single Firm-Fixed Price IDIQ contract for an accredited educational institution* to provide the formalized training and degree program for the PHNSY & IMF Apprentice Program. The Apprentice Program is a planned and progressive, career-related, cooperative education employment program that enhances and develops an apprentice's knowledge, skills, and abilities (KSAs). The contractor institution shall provide a curriculum that develops competencies in the following core subjects: English (technical writing, reading comprehension, and verbal skills); Math (algebra, geometry, and trigonometry); Physics and/or Science (fluids, electrical, mechanical, and thermal); and Plan Reading and Drafting; Interpersonal Skills (communication, team skills, conflict management and planning).
* Offeror shall be an accredited educational institution accredited by the Accrediting Commission for Community and Junior Colleges (ACCJC), which is recognized by the Council for Higher Education Accreditation and the U.S. Department of Education (USDE) IAW PWS paragraph 3.1.6.
The acquisition will utilize the Technical and Price Tradeoff evaluation process described in FAR 15.101-1. Award will be made to the contractor whose quote represents the best value to the Government, using the following evaluation factors:

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611210; Junior Colleges, with a size standard for this NAICS code of $32.5 million. The Product Service Code is U009; Education/Training - General.
Note: All firms or individuals responding must be registered with the System for Award Management (SAM)(https://www.sam.gov) by the award date. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 and NMCARS 18-24.

- All Offeror questions pertaining to Request for Proposal N32253-23-R-0010 are due by 4/12/2024 at 8:00am HST. The Government is not obligated to answer questions submitted after this common cut-off date.

Quotes are due no later than 03 May 2024 at 0800 HST.
