Specifications include, but are not limited to: The project scope to provide program management support for consolidated rental car (ConRAC) facilities on an “as-required” basis, as determined by HDOT at various airports throughout the State of Hawaii includes, but is not limited to: Rental car concession program strategic business planning; strategic planning and implementation of new rental car base yard leases and concession agreements at neighbor island airports; best practices, benchmarking, and strategic planning for peer-to-peer car sharing operations at all airports; planning and electrification of ConRAC facilities; planning and acquisition of alternative energy bus fleet and supporting infrastructure; supporting the environmental requirements, design, and development of new car rental facilities; supporting the issuance of additional Customer Facility Charge (CFC)-backed revenue bonds, if necessary, to fund new ConRAC facility projects; supporting miscellaneous CFC cash flow analysis to determine financial feasibility of potential new projects and on-going facilities and transportation operating and maintenance costs; miscellaneous coordination with car rental concessionaires.
