THIS REQUEST FOR INFORMATION (RFI) is issued in accordance with Federal Acquisition Regulations (FAR) 15.201(d) & (e). This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a competitive solicitation is released, it will be synopsized on the System for Award Management (SAM.gov) website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI, or future solicitations.
- PROJECT SUMMARY AND OVERVIEW
The purpose of this Request for Information (“RFI”) is to identify contractors to lease real property land and provide limited maintenance for survivors displaced by the Maui wildfires.
This Request for Information (“RFI”) is intended for contractors to provide detailed information about their capabilities.
The Federal Emergency Management Agency (FEMA) is principally seeking potential property management companies who do business in Hawaii. All interested property management companies are encouraged to participate.
Contractor shall possess proven experience in developing, negotiating, and executing land leases for real property. The scope includes the execution of up to 100 leases in West Maui, HI. FEMA will refer all government cleared landowners to the Contractor for lease negotiations.
Once a land lease is executed, FEMA will coordinate with the U.S. Army Corps of Engineers (USACE) to prepare the site for the installation of a minimum of two (2) Alternative Transportable Temporary Housing Units (ATTHUs) per parcel. After the ATTHUs are ready for occupancy, FEMA will assign survivor households to reside temporarily in the units, in accordance with their eligibility and the duration of the ATTHU direct housing mission.
- PROJECT SCOPE/DELIVERABLES
The Contractor shall be responsible for limited grounds maintenance, establishing and managing utility accounts related to the leased properties, submitting reports on an agreed-upon schedule, and invoicing FEMA for reimbursement of these expenses.
The Contractor’s specific tasks include the following:
- Lease Development: The Contractor shall develop a lease template that incorporates FEMA’s requirements and complies with all federal, state, local, and FEMA-specific requirements.
- Lease Negotiation and Execution: The Contractor shall negotiate lease terms with pre-identified landowners in accordance with FEMA’s established per-square-foot pricing guidelines. The Contractor will submit all negotiated leases to FEMA for final approval and execution.
- Utility Account Management: The Contractor shall establish and maintain all utility accounts for the leased properties, ensuring timely payment of utility bills. FEMA will not cover any late fees due to nonpayment, which will be the sole responsibility of the Contractor.
- Permitting Support: If an executed lease does not include sufficient authorization to obtain local permits, the Contractor shall, within five (5) business days of the request, secure the necessary permissions and documentation from the landowner to facilitate the acquisition of required permits.
- Limited Maintenance: The Contractor shall provide exterior pest control services on a quarterly basis and perform grounds maintenance, including vegetation management, within five (5) business days of a request from the Contracting Officers Representative (COR). The contractor shall respond to and resolve emergency repairs to preexisting infrastructure within six (6) hours on an as-requested, cost-reimbursable basis.

- SUBMISSION OF CAPABILITY PACKAGES INSTRUCTIONS
Interested property management companies shall submit a brief capabilities' statement package via email to the Point of Contact listed below. There is no page limitation on your submission.
Respondents shall also provide a cover page with their property/company name, Unique Entity Identifier, CAGE Code, web address, address, point of contact, telephone number, e-mail address, size of your organization, and, if applicable, the small business socioeconomic category.
This documentation should address, at a minimum, the following to demonstrate the vendor's capability to perform the requirements:
- The vendor's technical capability to deliver the aforementioned services within the specified timeframe; and
- Past experience with similar requirements along with the contract type/ pricing methodology; and
- The vendor's ability to manage, as prime, the types and magnitude of services required.
Please provide additional information you deem relevant to respond to the specifics of the RFI. The Government is not requesting any proprietary information to be submitted, nor shall it be liable for any consequential damages for proprietary information included. Any information submitted to the RFI (e.g. capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a). All submissions submitted will not be returned.
