Specifications include, but are not limited to: The Department of Corrections and Rehabilitation (DCR), Corrections Program Services – Substance Abuse Branch (CPS/SA), is requesting proposals from qualified applicants to provide Housing for Female Correctional Furlough Inmates on the Island of Oahu. Furlough is defined as “Authorized leave of absence from a correctional facility without an escort, which is creditable toward service of sentence and is intended to provide the selected inmates opportunities for in-community experiences with family and social reintegration, education, employment, vocational training, and/or specialized treatment prior to parole.” Affordable community housing is essential to ensure female inmates’ have a stable living environment to pursue employment opportunities and continue to have access to services while working towards re-integration. The supervision and monitoring services of the inmates shall be provided in a non-clinical setting and will include behavior observations, record keeping and reporting to the DCR. Guidance and support through approved service providers in the community will also be necessary to ensure employment success. The services are very minimal. Unlike a clean and sober house, there is a requirement for security 24/7 as these individuals are still under the custody of the Women’s Community Correctional Center (WCCC) as inmate furloughees.
