PHASE A: Project Initiation and Planning • Within the first thirty (30) days of performance, identify and confirm the roles and responsibilities of key contractor participants. • Within the first thirty (30) days, establish and identify members of the HDA steering committee. • Bio’s must be submitted to the MACRO for each committee member • Representation must include small businesses, community resource partners, workforce professionals, and cybersecurity interests. • Within the first thirty (30) days, produce a schedule of meetings for the steering committee. • Within the first sixty (60) days, produce an Action Plan detailing the anticipated efforts of the Alliance towards increasing small business participation in the Hawaii defense sector, identification of workforce needs from both Federal/DoD sources as well as private industry, and anticipated efforts to ensure CMMC Level 1 compliance. • Within the first sixty (60) days, produce an open billet assessment report for current federal employment opportunities in Hawaii. • Within the first ninety (90) days, produce a report identifying all defense contracts with a place of performance of Hawaii awarded to out-of-state contractors for the time period of June 1, 2023, to May 30, 2024. • Within the first ninety (90) days, produce an open position report for local defense contractors. • Within the first ninety (90) days, produce a plan to collaborate with local community resources partners to increase local small business participation in the defense sector of Hawaii’s economy. Phase B: Program Development • Within the first 120 days and with the approval of the MACRO, prepare an event calendar for the HDA which will focus on leading or sponsoring events that educate the local business community on military contracting opportunities. Note: should a sponsorship opportunity be identified prior to Phase B, the HDA, with MACRO approval, may sponsor a relevant event. • Within the first 120 days, produce a report identifying the policies of the local defense contracting offices regarding Hawaii General Excise Tax requirements and any collaborative efforts between them and the Hawaii Department of Taxation. Should this effort identify procedural improvements, that will be include in the report. • Within the first 180 days, produce an action plan focused on both federal workforce development and private defense contractor employment opportunities. o The action plan will include: ▪ Strategies for increased awareness of federal/DoD job positions ▪ Technical assistance plan for local residents on USAJobs. • Within 180 days produce a plan to assist small businesses in preparing to self-attest for CMMC Level 1 compliance, ensuring their awareness of and adherence to all annual CMMC reporting requirements and all requirements of CMMC Level 1 as prescribed in the CMMC Level 1 Assessment Guide. These requirements mirror those included in FAR 52.204-21 for Basic Safeguarding of Covered Contractor Information Systems and are necessary for all contractors and subcontractors handling Federal Contract Information (FCI). The plan should also address assistance for CMMC Level 2 for companies handling Controlled Unclassified Information. • Within the first 180 days, produce a whitepaper report on the potential for advanced/additive manufacturing and workforce initiatives in Hawaii to support DoD’s mission in the IndoPacific.
