The Honolulu District, U.S. Army Corps of Engineers (POH) intends to issue a sole source solicitation, for a Firm Fixed Priced (FFP) contract with the National Institute of Building Science for access to use the ProjNet software applications. This software is highly unique and is utilized by the Department of Veterans Affairs (VA), National Aeronautics and Spaces Administration (NASA), Naval Facility Engineering Command (NAVFAC), U.S. Army Corps of Engineers (USACE), U.S. Department of State, Overseas Building Operations (OBO) to exchange information between all tiers of designers, consultants, builders, suppliers, and manufacturers.
This Notice of Intent to Sole Source is provided to advise that the Government intends to solicit and negotiate a Sole Source, Firm Fixed Price contract with only one source the National Institute of Building Science (NIBS). This procurement is to provide POH with access to the ProjNet software applications which is secure, integrated, internet-based suite of construction, design, communication, and database tools. ProjNet software is used by Honolulu District to provide the secure information exchange amongst all tiers of designers, consultants, builders, suppliers, and manufacturers to allow for POH to manage its design reviews of construction projects. The ProjNet software suite (including RFI, BID, and Plan Room) is maintained through Cooperative Research and Development Agreement between the USACE, U.S. Army Engineer Research and Development Center (ERDC), and NIIBS. Access to the ProjNet suite is administered through a license agreement between the United States of America, as represented by the Secretary of the Army, and the NIBS. No other software or service offers compatibility with the ProjNet software suite. Without procurement of the POH ProjNet software subscriptions POH will not be able to coordinate its construction and engineering projects with other USACE Districts or be able to integrate bidder inquiries/requests for information with DrChecks as USACE regulation 1110-1-8159 requires the usage of DrChecks for designs.
This requirement will be for services the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purpose of determining whether to conduct competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the sole source acquisition. Interested persons/firms may identify their interest and capability by responding to this sources sought.
SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT
(1) Your intent to submit a proposal for this requirement.
(2) Name of firm with address, phone and point of contact. Indicate whether or not your firm is a U.S. firm or a foreign firm.
(3) If available, CAGE Code and SAM Unique Entity ID
(4) Size of firm including category of small business, such as 8(a), HUBZone, WOSB, or SDVOSB, large business.
Submissions shall not exceed two (2) pages in length.

Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. This sources sought is NOT A SOLICITATION and should not to be construed as a commitment by the government. The Government will not assume any costs for preparing or submitting information in response to this announcement.
