This announcement is a Sources Sought (market research) Notice. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be taken as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Hawaii National Guard has a requirement for building commissioning for the following systems: HVAC components and equipment, HVAC systems, Building Automation System, Lighting control system, domestic hot water system, electrical system (interaction of emergency power, UPS, life safety systems), and photo voltaic system. The tentative period of performance for this acquisition is 1 December 2024 to 31 May 2026. The purpose of this sources sought notice is to determine interest and capability of potential qualified firms relative to the North American Industry Classification (NAICS) code 541310 (Architectural Services) and the applicable size standard is $12.5M.
5.0 Requirements: The contractor shall provide the necessary personnel, labor, materials, supplies, and equipment as indicated below to perform the tasks outlined:
5.1 Commissioning Services. The contractor shall perform the following:
5.1.1 Conduct building commissioning for the following systems: HVAC components and equipment, HVAC systems, Building Automation System, Lighting control system, domestic hot water system, electrical system (interaction of emergency power, UPS, life safety systems)
5.1.2 Develop a Commissioning Plan describing commissioning process, commissioning team and commissioning schedule.
5.1.3 Review construction documents including commissioning specifications, plans, and basis of design.
5.1.4 Review submittals for building and photo voltaic systems, including but not limited to HVAC, plumbing, electrical and fire protection systems.
5.1.5 Attend construction progress meetings, conduct site observations, and attend pre-installation meetings for eight months twice per month.
5.1.6 Develop systems pre-functional checklists.
5.1.7 Develop specific equipment and system functional performance test procedures.
5.1.8 Review Operations and Maintenance data.
5.1.9 Witness equipment startups.
5.1.10 Witness/conduct functional performance tests.
5.1.11 Coordinate training sessions.
5.1.12 Provide a written report regarding the results of the commissioning process.
5.1.13 Complete LEED Fundamental Commissioning pre-requisite template and provide supporting documentation.
SUBMISSION REQUIREMENT FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE:
1) Your intent to submit a quote for this requirement when it is formally advertised;
2) Name of firm with address, phone number, e-mail address, and point of contact
3) Cage code and Unique Entity ID#;
4) Size of firm including category of small business, such as 8(a), Women-Owned Small Business (WOSB), HUBZone,
Small Disadvantaged Veteran Owned Small Business (SDVOSB); and
5) Statement of Capability stating your skills, experience, and knowledge required to perform the specific type of work.
Firms responding to this sources sought notice, who fail to provide all of the required information requested, will not be used to assist the Government in the acquisition decision.
