Specifications include, but are not limited to: The DIVISION is committed to building a system of care that is rooted and grounded in the recovery model. The cornerstone of the recovery process is the centrality of the individual, in their definition of meaning and purpose, and the belief that despite the ongoing presence of the illness, individuals continue to develop. Hawaii’s adult mental health service delivery system is based on the concept of recovery; that individuals can lead fulfilling lives even in the presence of a serious mental illness (SMI). Services are focused on the needs of the individual and shall address not simply symptom relief and stabilization but on consumer empowerment and the development of skills needed to lead satisfying, hopeful, and contributing lives. The goal of the Stabilization Intensive Case Management program (SICM) described in this RFP is to provide community-based beds for individuals experiencing emotional, behavioral, or psychological crises and who may be homeless, and/or medically vulnerable in a safe and therapeutic environment. The program provides adults, eighteen (18) years and older a structured setting for a short-term stay for up to fourteen (14) days. The service components included in this program include Peer Support, Interim Case Management, and Care Coordination and Stabilization Intensive Case Management Program Funds.
