Provide professional services to accomplish the following critical actions to create an assessment of the LYNX! Consortium:

Create a framework to assess the value of the consortium to library users and member libraries by membership tier.
Engage stakeholders.
Define current opportunities and challenges.
Recommend potential improvements/revisions to the structure, financing, operations, technology, and governance.
Provide guidance on creating a new LYNX! Consortium Agreement.

A critical component of the assessment will be community and stakeholder engagement and facilitation of multiple meetings with a broad range of participants to inform recommendations that will be meaningful to each membership tier.
