The City will contract with one (1) firm to provide towing and vehicle disposal services of abandoned vehicles as well as towing of vehicles in extraordinary circumstances on as needed basis for the Vehicle Impound Unit of the Boise Police Department. The successful proposer will be required to meet all certification, safety, and licensing requirements in order to be considered. The requirements for non-consent tow licensing are located in Bose City Code (“B.C.C.”), Title 3, Chapter 16, as well as any applicable provisions of B.C.C. Title 3, Chapter 1A. The contractor shall respond to calls from Boise Police Department Staff, or other designated individuals, for towing of abandoned vehicles as well as towing of vehicles in extraordinary circumstances. Scope of abandoned vehicle will involve all towing capacities from light through heavy duty, including trailers and recreational vehicles. All vehicles will be towed to and stored at the proposer’s lot until they are released to the vehicle owner, or a certificate of title is issued to the proposer. The lot will meet standards of B.C.C. Title 3, Chapter 16 and will have the ability to store up to 40 abandoned vehicles, to include 10 trailers or recreational vehicles, for up to 120 days or upon release to the vehicle owner. The proposer must be able to support all towing services 24 hours a day, 7 days a week. The proposer must be able to respond to a vehicle tow request within 40 minutes unless prior approval from Boise Police Department Staff. The proposer shall respond to vehicle owner requests to remove property or claim a vehicle following standards of B.C.C. Title 3, Chapter 16. The proposer shall have the ability to accept payments in the form of cash, check, and credit card. Fees will be determined by B.C.C. Title 3, Chapter 16. Upon issuance of a certificate of sale of a vehicle to the proposer, the proposer must be able to properly dispose of all classes of vehicles and their contents. Should a proposal include the use of any third parties in order to complete the towing services specified herein, those parties must be licensed in accordance with B.C.C. Title 3, Chapter 16 and proposer shall provide the licensing information for all such third parties.
