The City of Idaho Falls is currently soliciting proposals from Contractors holding a current Right-of-Way license for concrete work. The quotation shall consist of furnishing all labor, materials and equipment necessary to satisfactorily install curb and gutter, rebar, sidewalk or related flat work required as described in one or more work orders issued by the City from time to time during 2025. The work generally involves various quantities assigned at times and locations at the sole discretion of the City. Work will be assigned on a job-by-job basis, and the City reserves the right to assign more than one Contractor to do such work. The successful Contractor shall be required to undertake the work at the unit prices stated in the low proposal in order to be assigned a portion of this work. Contractors will have no contractual right to perform any work pursuant to such quotations, until a written repair work order is issued. Multiple job locations may be included in a written repair work order, however each job will retain its separate identity and all program requirements will be applied separately to each job, notwithstanding inclusion on a single repair work order. A payment bond will not be required for any single job unless the estimated cost of such job exceeds $10,000, notwithstanding that the aggregate total of all jobs included in the contract repair work order may exceed such amount.
The Street Division will designate all work by issuance of a concrete repair work order. The concrete repair work order will indicate the location, along with the quantity and type of work required. Payment shall be as denoted on the following page. Unless otherwise indicated on the repair work order, all such specified work must be completed within a 2-week period following the date of issue. The City will remove the concrete to be replaced, furnish and place fill material necessary to bring the finished concrete to grade within 0.1 of a foot. Detectable Warning panels, furnished by the City, are required in radius installation. The work shall not be deemed complete until the site has been cleaned of all associated forms and debris, satisfactorily restored and ready for pavement patching. At no time shall debris be allowed to accumulate or become a potential hazard that may cause damage to the public or adjoining properties.
All barricades, signs or other traffic control devices, pedestrian or vehicular, required for the satisfactory completion of this work shall be the responsibility of the Contractor. Exception: City will provide traffic control for work on arterial streets. These must remain in place until the City has accepted that work.
Failure to timely perform any work order, once assigned, or to otherwise comply with all of the foregoing stipulations may be cause for the City to cease issuing repair work orders to a Contractor. All payments due may be withheld until the work in progress has been acceptably completed. If the Contractor is unwilling or incapable of completing said work, the City reserves the right to cancel the work order and cause the incomplete work to be finished by another Contractor. No payment will be made for incomplete work under any repair work order. Any work for which repair work orders have been issued but for which work has not begun may be canceled at any time and the Contractor shall return said repair work orders to the Street Division.
All work shall be performed in accordance to Current City of Idaho Falls Standard Drawings and Specifications (2020 ISPWC and City of Idaho Falls 2022 ISPWC Supplement). The Contractor is required to maintain a complete copy of contract documents on site at all times. Contractor shall provide a Warranty for all work in accordance with 2020 ISPWC Division 100, Paragraph 7.17 of such Standard Specifications and City code Section 4-5-8. Time frames for such warranty shall commence and terminate on a job-by-job basis. Final acceptance of the work by the City is contingent upon compliance with City Standards. The City will make payment within thirty (30) days after acceptance of the work.
