REQUEST FOR QUALIFICATIONS

Eagle Sewer District (ESD or District) is seeking statement of qualifications (Proposals) from qualified and experienced professional engineering firms (Proposer, Firm, or Consultant) to provide engineering services in support of District wastewater planning and treatment projects. Proposals will be received at 44 N. Palmetto Ave, Eagle ID 83616 and electronically until June 21, 2022, at 3 pm local time. The District intends to enter into agreements with multiple engineering firms selected from this RFQ for three (3) years, with the possibility of two (2) one (1) year extensions. Services may include planning and studies, predesign, design, construction, and startup of wastewater treatment system facilities plus supporting technical and regulatory assistance when needed.
The selected firms will enter into a mutually agreeable Master of Services Agreement that includes the terms and conditions for the duration of the agreement. Services will be provided on an as-needed, project-by-project basis. Specific project work will be authorized by individual task orders. The value of the contracts is based on District needs which are expected to vary throughout the life of the contract.

In determining the best qualified proposal, the District will consider all acceptable proposals on a basis consistent with RFQ requirements.
ESD reserves the right to reject any and all proposals, to waive irregularities in the proposals received and accept the proposal(s) that are in the best interest of the District. ESD is exempt from federal and state taxes and will execute the required exemption certificates.
