The Enabler software is the backbone of the current Child Support system and contains over one hundred thousand (100,000) open child support cases and supports the pass through of funds for another fifty thousand (50,000) receipting Services Only cases. The Idaho Child Support program provides enforcement service which establishes and enforces orders to ensure both parents are financially and medically responsible for their children. The program ended a three (3) year migration and modernization project in June of 2019. The project migrated the old Idaho Child Support Enforcement System (ICSES) away from an outdated mainframe platform that was previously managed by the State Controller's Office (SCO) to the Department. This new system now contains a mix of both old Natural and COBOL programming code from the ICSES and our more modern Java and Server architecture. Due to the complexity of the system, much of the old code was maintained during the migration. In order for the system to function, a bridge tool (the Maxsenso software) was implemented to pull-in the old computer language, read, and interpret that language and convert the information so it can talk with the modern code. The licensed Maxsenso software is owned by Deloitte.
