The Joint City of Peoria, Peoria County Solid Waste Disposal Committee (Committee) is interested in leasing two separate parcels (“Sites”) - Site 1 being 47 acres and Site 2 being 68 acres - near the Peoria City/County Landfill (Landfill) located in Edwards, Illinois, for installation, operation, and management of a solar photovoltaic system (System) for electricity generation (“Project”), as defined further below. The Project includes the interconnection of the generation equipment to the utility distribution system, along with any such improvements or repairs needed at the Sites to accommodate any of such improvements required for the photovoltaic ground-mounted generators. The site formerly had landfill gas to energy facility that is no longer operational and a substation is established near this proposed parcel. Further information can be provided to prospective proposers. The Sites are jointly owned by the City of Peoria and Peoria County, managed by the Committee, and are located near the Landfill but not on the Landfill, near the intersection of Cottonwood Road and Murphy Road in Edwards, Illinois, off Route 8 (See Site Location Maps attached as Exhibits A and B). The Sites are identified by part of property identification number 12-26-400-006.
The lease will be structured initially for a 2-year option to assess the feasibility of the site, followed by a 25-year lease when it is determined the site is viable, with up to four additional 5-year optional renewal periods, exercisable at Committee’s discretion. The Committee is willing to consider alternative lease and lease option durations and conditions as part of the proposal evaluation process set forth herein. The Committee will not be an off-taker of the electricity generated at the Site.
