Specifications include, but are not limited to: The Chicago Metropolitan Agency for Planning (CMAP) seeks offers in response to this Solicitation from firms qualified and experienced in developing Regional Transportation Plans (RTPs) for metropolitan planning organizations (MPOs). Qualified firms must demonstrate an understanding of and experience with long-range regional transportation plan development; federal and Illinois transportation planning, funding, and project development regulations; travel demand model development and application; report-writing and graphic design for public-facing documents; and effective and inclusive public outreach methods. The purpose of this work is to assist CMAP with the development of the 2026 Regional Transportation Plan (RTP) for the seven-county CMAP region, which will serve as the next Metropolitan Transportation Plan as described in 23 CFR §450.324. The 2026 RTP will build upon previous work on the currently adopted ON TO 2050 comprehensive plan, while integrating recent policy and planning work from CMAP and its member agencies and new requirements from the Infrastructure Investment and Jobs Act (IIJA). The scope of work below describes the tasks that CMAP and the Consultant will need to complete in advance of the CMAP Board and MPO Policy Committee's adoption of the 2026 RTP, which must occur no later than October 2026. The selected consultant team will provide CMAP with ongoing professional consulting support services for planning, research and stakeholder engagement related to the development of the 2026 Regional Transportation Plan (RTP). These services will be requested as needed by CMAP and the level of effort required may vary depending upon CMAP’s needs. The following tasks are presented to allow CMAP to assess candidate qualifications to perform the breadth and depth of services that may be needed; however, this task list is representative only and is neither inclusive nor exhaustive of all services that may be needed. The timing and amount of work will be determined with the Consultant. Subject to the availability of future funding and agency needs and priorities, any work CMAP needs under these tasks will be issued on a task order basis, based on hourly rates supplied by the consultant in their proposal response. Services required will be determined in consultation between CMAP and the selected consultant team on an ongoing basis upon award and similar tasks may be needed that could be in addition or in substitution of any of the tasks listed below.
