This synopsis is a sources sought notice being used to conduct market research. This is a Request for Information (RFI) only regarding a tentative requirement. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. A Solicitation is not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the U.S. Government to contract for any supply or service whatsoever.
The 1st Sustainment Command (Theater) (TSC) has a potential requirement for a Global Positioning System (GPS) based in-transit visibility (ITV) solution in order to supplement the current Radio Frequency (RF) ITV infrastructure; provide near real-time end-to-end cargo visibility; and provide TMR (Transportation Movement Request) management that fully supports the ITV COP (Common Operating Picture) for the follow-on to the current contract, which was awarded to Tapestry Solutions, Inc.
Background
The ITV system for the US Army Central (USARCENT) and for the Army Heavy Lift contracts provides real time information regarding the location and status of contractor commercial transportation services for moving Army equipment and cargo throughout the United States Central Command (CENTCOM) Area of Responsibility (AOR) which primarily consists of Kuwait, the Trans-Arabian Network (TAN), Jordan, and Iraq.
Objective
The system shall provide logistic planning and transportation management support utilizing ITV to provide a Common Operating Picture (COP) for the movement of United States Government (USG) contracted assets and logistical supplies throughout the Heavy Lift Theater of Operations to Tactical Operations Centers (TOCs), Movement Control Teams (MCTs), and higher military echelons.
The Contractor shall provide all required software, information technology infrastructure and technical support to the USG, with limited support to the local contracted carriers, to include the Heavy Lift contractors (the “Carriers”). The contractor must be capable of integrating data feeds from ITV hardware providers (satellite and GSM) in use by the current and future Heavy Lift Carriers. Carriers are responsible for procuring the required compatible software and ITV hardware to equip their transportation fleets.
The system/software must be compatible with and able to successfully integrate with the current Army transportation system of record, Transportation Coordinators' - Automated Information for Movements System II Theater Operations (TC-AIMS II TOPS) and/or provide a single system to capture and manage all TMR’s for the Heavy Lift contract.
Basic Services
The support package shall include FSR support within the AOR and system maintenance, updates, anomaly detection and resolution, server monitoring, and data feed management from the Contractor’s operations center. The primary requirement for the ITV software is to feature graphical displays of mission data, including vehicle locations on topographical maps. The secondary requirement is for the ITV software to manage all TMR’s (transportation movement requests), capture actual delivery times, correlate actuals to scheduled requirements, validate demurrage charges, finalize shipments, and support invoicing. This includes all commercial and military TMR’s. The TMR feature is available via the commercial system, TMR WEB (NIPR), and import from TC-AIMS TOPS. The software should have the ability to push commercial carrier positional data to the National RF-ITV server managed by PL LIS.
- This includes the basic reporting of vehicles tracked, number and identification of transponders actively on-line, active panic alarms and panic alarms activated in preceding 60 minutes, and location of vehicles.

- Class of Supply
- Initial set-up and operator training for the software shall be required during the period of performance (PoP).
- The ITV Software shall display the location of the vehicles tracked on a topographical map current as of the date of contract award and updated no less than quarterly.
- Build in the COP the MSR’s (Main Supply Routes) and ASR’s (Alternate Supply Routes) to display on the COP or in various OPVIEWs.
- The ITV Software shall display the status of the vehicles being tracked utilizing a color code scheme and shall provide detailed information of the vehicle being tracked when the cursor/pointer hovers or clicks on a specific vehicle.
- The ITV Software shall have the ability to display and track multiple missions within the Heavy Lift AOR at concurrent times. (Multiple OPVIEWS)
- The ITV System shall be compatible with the Honeywell 202, TAM-242, TAM-262, Orbcomm GT-1100, and Asset Link AP3 transponders currently in use by the carriers, to include all transponders approved for use by the USG on the approved device list.
- Software should include the ability to interface with the carriers existing tracking system, provided it integrates with system and provides equal service to the transponders mentioned above.
- The ITV software shall provide fidelity within 10 square meters of an area for the entire Heavy Lift Theater of Operations for vehicle tracking. These areas shall be viewable through the application by USG operators.
- All Heavy Lift Theater of Operations TMR’s are imported and managed, as per ATP 4-16 (Army Movement Control), within the ITV software by the Movement Control Battalion Plans, Programs, and Operations Cells.
- Receive automated updates to the Movement Control Tracker at the MCB from transponders, carrier reports, MCT in gate/out gate to provide background data to update the ITV COP.
- The ITV Software shall contain, in addition to the fields required to meet the requirement of tracking vehicle information, the following fields/information:
Import from TOPS for Initial Transportation and Manual User Input into DASHTOP.
The ITV Software shall support import of TOPS Movement Request (TMR) data, manual entry for initial TMR data to include Origin and Destination data, Dispatch Date, Upload Date, Adjusted RDD, and Download Date. Includes all backend tasks to store data into databases to be accessible to all clients and all GUI design and implementation. The ITV Software shall support the input of mission updates and comments by Movement Control Teams (MCT's), Commercial Carriers via a Daily Carrier Report and other sources in accordance with MCB operations.
The ITV Software shall support the MCB’s TMR process for each type TMR in each PPO Cell (TAN, PPO North – Iraq, PPO South – Kuwait and JORDAN) to include the ability to view current mission status, generation of mission reports, and verification of missions from initial TMR request through analysis of carrier performance and closure of the movement at completion. The ITV software shall produce data to approximate and maximize utilization of assets and reduce costs incurred by the Government through the validation of demurrage charges, prioritization of transporter loading and unloading, and tracking of missions in real time.
Contractor shall maintain changes in both the TMR Template and in the TMR Web (NIPR) to the TMR based on current MCB, MCT operations. Updated releases will be managed using a sequel numbering method.
1st TSC FORWARD(MCP) Fort Knox Operation Requirements
- Operations Requirements. Provide remote capability to see ITV tracking replays on missions as well as have “read-only” rights on management activities for TMR data visibility and analytics.
- Systems/Software Licenses. Provide 2 laptops with 2 Software licenses
- Internet Capability. Provide Internet capability to support the 2 systems
FSR (Field Support Representative) Skill Set / Performance Location
Performance by the Contractor shall be at Camp Arifjan, Kuwait (2 FSR’s); Al Asad, Iraq (2 FSR’s); and JTC, Jordan (1 FSR). Secondary performance by the Contractor may occur at remote locations in the Heavy Lift Theater of Operations. Tertiary performance shall be dictated by mission requirements. Tertiary performance shall be at locations where the ITV system is in use apart from the primary or secondary locations. Contractor will provide and conduct training support to deploying units who will operate and use the system in the Heavy Lift AOR. This training will be conducted during the units CTE or pre-deployment training exercises.
FSR’s should have skill sets and experience to achieve:
- Extensive knowledge of Theater transportation operations in the CENTCOM AOR.
- Ability to work with incoming Transportation Leadership prior to rotating to theater to ensure they have smooth RIP/TOA. (Replacement in Place)
- Work with Transportation Leadership on continuously improving transportation management in the AOR to better align with DOD policies.
- Work on TSC/ESC/SB/MCB Commanders staff for all ITV related topics and transportation operations.
- Preparing supporting documentation for litigation support; assist S2/CID with supporting documentation of cargo incidents such as damage or pilferage while in transit.
- Provide Tier 1-3 IT support for software and networking issues.
- Have strong working knowledge of TC-AIMS, TOPS, ICODES, SSDM, GATES, RF-ITV, SMS, DOD DTR, ATP 4-11, ATP 4-16 and FM 55-10.
Limited Carrier Support
The USG requires that carriers utilize the ITV system in order to provide ITV to the USG, of cargo that is moved within the Heavy Lift Theater of Operations. The Contractor shall provide limited support to carriers as necessary to ensure that their vehicles can be tracked by the ITV system. Limited support is defined as initial set-up and initial operator training on the ITV system for each carrier and refresher training to be conducted every six months. Contractor shall allocate up to 2 hours a day to service and maintain carrier ITV system hardware and software. The actual amount of time allocated up to 2 hours shall depend on requests for support from the carriers.
Software Maintenance
The Contractor shall provide software maintenance, anomalies, and other software updates as required to ensure satisfactory day-to-day system operation. Satisfactory day to day operation is availability of the ITV system 24 hours a day, 7 days a week. The Contractor shall maintain the required backup systems to ensure continuous system availability. In addition, the Contractor shall maintain the mapping overlay capabilities, and shall provide a direct data feed to target data-sync guards to NIPR gateways and SIPR gateway servers. This includes maintaining an automated position report and Panic Alert Feed to specified USG systems allowing host servers to pass this data from the UNCLASSIFIED to the CLASSIFIED networks.
Litigation Support
The Contractor shall provide technical and analytical support to ongoing and future litigation for a period of 7 years regarding any TMR that was serviced with the system. Support may include, but is not limited to, maintaining auditable TMR records, running historical mission “replays,” providing mission performance analysis, screenshots, etc.
The U.S. Government will use the responses received for information/planning purposes and to identify potential sources as part of market research.
All information submitted in response to this announcement is voluntary; the U.S. Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the U.S. Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized at Contract Opportunities found at www.SAM.GOV. It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this requirement.
