Phase I - Facility Condition Assessment – An exploration and investigation into the existing facility will be undertaken to determine the suitability for the intended purpose, condition of existing facilities, and presence of materials which may need to be remediated as part of the overall project. Phase II – Programmatic – As noted in the Project Description, the Library has undertaken preliminary data gathering and visioning for the proposed expansion. The selected Respondent will assist the Village and Library in identifying the detailed feasible programmatic elements based upon available physical and financial resources, and the completed strategy/vision. Phase III – Schematic Design – Utilizing information gained from the prior phases, the Respondent will develop options for providing options to consider for expanding the usable space for the Library. The schematic design phase is anticipated to provide the public with multiple opportunities to participate in the process, providing input both during meetings, and through electronic means (website updates, etc.). Proposals should anticipate presenting no less than three design options for consideration and up to three public meetings, inclusive of the presentation of the recommended design to the Village Board of Trustees. During this phase, the Respondent should also identify any anticipated specialized testing that may be necessary, prepare preliminary cost estimates, schedule, and project boards. Phase IV – Design Development – In this phase, it is anticipated that the Respondent will work to refine the selected Schematic Design(s) to establish use areas, space sizing, material reviews and selections, as well as mechanical, electrical and plumbing layouts. As the Design Development progresses, progress meetings will be held with staff and the project committee at proper milestones and decision points. The anticipated project budget, schedule, and phasing plan shall be developed and updated appropriately. Proposals shall anticipate the necessary number of staff-level meetings for completion of the phase. Phase V – Construction Documents – An architect licensed in the State of Illinois will prepare and certify the necessary plans, specifications, quantities, phasing plan, and estimate of probable costs for the proposed scope of work. Additionally, the Respondent shall work with the Village to amend the American Institute of Architects model construction contracts to meet the Village’s interests and needs. The proposed plans, specifications and related documents shall be reviewed with staff at the proper progress phases and receive final approval from the Village Board prior to finalizing construction documents. Proposers should anticipate one public meeting with the Village Board.
