Specifications include, but are not limited to: Illinois State University (“University”, “ISU”) is a publicly supported higher educational institution (awarding baccalaureate, masters, and doctoral degrees in numerous academic disciplines), located in Normal, Illinois. The University’s central campus supports an enrollment of about 21,000 students, with over 6,800 students living on campus in one of nine on-campus housing facilities owned and operated by ISU. Illinois State University on behalf of University Housing Services requests proposals from qualified providers for offcampus student residential facilities near the campus, built in 2018 that meet criteria described in this solicitation. The University is seeking to augment its current on-campus housing offerings to meet the needs of single, undergraduate, sophomore, junior, and senior students in a type of housing not currently available on the campus. The University is considering a variety of options including a master lease arrangement directly to the University or an arrangement where non-University owned housing facilities are offered to students as part of the University Housing program (“Certified Housing”). The University is seeking building owners with proven experience, understanding and knowledge in housing to provide options to our students.
