Specifications include, but are not limited to: 1. Provider will, at all times, act in compliance with the requirements of the City of Rockford’s Vacant and Foreclosing Property Registry Ordinance (“Ordinance”) (Code of Ordinances - Article IV, Sections 17-60 through 17-75), attached hereto as Exhibit A. 2. Within 30 days of a fully executed contract with the City of Rockford, Provider shall provide a website and technical support for the electronic registration of each of the City’s vacant and foreclosed properties in order to enable compliance with its Ordinance. 3. Provider shall furnish a vacant and foreclosed property registration system that is capable of collecting the type of owner- and property-related information and authorizations required by the City’s Ordinance. 4. Provider shall proactively contact those who file a public notice of default, foreclosure action, and/or take title to real property via foreclosure or any other legal means within 30 days of said action to provide notice of the City’s Ordinance registration requirements. 5. Provider shall identify properties required to be registered under the Ordinance by proactively tracking foreclosure filings and assisting in identifying vacant properties within the City of Rockford. 6. Provider shall proactively contact owners of vacant properties, as defined by Ordinance, upon identification by the City, to provide notice of the City’s Ordinance registration requirements within 30 days of an address being referred to Provider by City. 7. Provider shall make available any forms prepared by the City to owners of properties identified for registration to seek review of said determination, and transmit the same upon receipt from an owner to the City within seven (7) days of receipt. 8. Provider shall pay for all expenses related to registration of all vacant and foreclosed properties, and all administrative costs and fees related thereto, including but not limited to: printing, postage, processing of registration, and site maintenance and upgrades. In its proposal, Provider shall identify and quantify the cost of such expenses per registered property (“Provider Fees”). 9. Provider shall charge each property registrant an amount no more than the amount specified by the City of Rockford, as authorized under the City’s Ordinance. 10. On a monthly basis, Provider shall remit to the City of Rockford the balance of all fees collected from property registrants after deducting Provider Fees, on a per property basis. 11. Provider shall furnish the City with property registration reports and system access necessary to maintain effective enforcement of its Ordinance. In its proposal, Provider shall describe the degree to which designated City employees are able to generate system reports and maintain administrative access.
