Amendment 0003
The United States Army Contracting Command- Rock Island (ACC-RI) Office of the Program Manager, Saudi
Arabian National Guard (OPM SANG) issues the following of Amendment 0003 to Request for Quote (RFQ),
W519TC-24-R-2075, with the following purposes:
1. Clause Addendum found at Attachment 0003 has been removed. Solicitation requirement has been reduced
to remove options and ordering periods. Clause Addendum is updated and incorporated at Attachment
0010.
2. The Government expects to award a single Firm Fixed Priced (FFP), 1-year Indefinite Delivery Indefinite
Quantity (IDIQ) contract that will have individual task orders issued over the course of one ordering period
as follows:
Base Ordering Period: 07 December 2024 through 06 December 2025
3. Price Matrix has been updated and can be found at Attachment 0009. Attachment 0002- Price Matrix has
been removed. The requirement has decreased in quantity, therefore the maximum and minimum quantities
are as follows:
The guaranteed contract minimum under this IDIQ is 90 insurance policies, to be awarded immediately
following award of this IDIQ via task order.
The maximum contract limit is a quantity of 220 insurance policies.
The minimum task order limit is a quantity of 1 insurance policy.
The maximum task order limit is a quantity of 220 insurance policies.
4. The solicitation closing is extended as a result of this amendment. Proposal submission deadline is listed in
BLOCK 13 of this solicitation. All late submissions will be considered unacceptable and consideration will
be up to the contracting officers discretion.

no later than 0800 CDT, 22 October 2024.
6. Offerors are urged to ensure their proposals are complete IAW section L. Complete proposals will contain
Attachment 0009 Price Matrix, and Conformed copy of solicitation including amendments signed by
an individual authorized to bind the company.

The purpose of amendment P0002 is to
1. Ensure that offerors are apprised that in accordance with Section L. II. Volume I – Technical Capability. The company will be evaulated on the following submittals:
a. Subfactor 1 – Saudi Arabian Business License and VAT Certificate. In order to be considered for award your quote submission shall contain legible copies of your business license and VAT certificate for the Kingdom of Saudi Arabia (KSA). Failure to provide the copies of the KSA business license and VAT certificate with your quote submission, shall deem your quote non-responsive and ineligible for award.
b. Subfactor 2 – Insurance Policy Coverage Plan/Brochure. The Insurance Policy Coverage Plan/Brochure shall be specific, detailed, and complete enough to clearly and fully demonstrate a sound technical approach, and a thorough understanding of the necessary coverage for meeting performance standards and customer requirements in accordance with (IAW) the Performance Work Statement (PWS), dated 15 April 2024, Attachment 0001. The quote/brochure shall include all services necessary to perform the required services, and ensure the established standards, specifications, and regulations referenced in the PWS are met. The plan shall address PWS-required elements, coverage, and program knowledge/experience IAW applicable Saudi Arabian regulations as well as US Department of Defense (DoD) and Army statutes and regulations, that demonstrate the Offeror’s ability to perform the requirements IAW the PWS. Ex: PWS 1.1, Requirements to be a vendor of insurance products in the Kingdom of Saudi Arabia: The contractor shall be Council of Cooperative Health Insurance (CCHI) and Saudi Arabian Monetary Agency (SAMA) certified in the Kingdom of Saudi Arabia to provide Life and Health Insurance Services. Health brochure/technical plan must contain/address all elements found within PWS but required to be an independent contractor created document.

Arabian National Guard (OPM SANG) issues the following Request for Quote (RFQ), W519TC-24-R-2075, for the
procurement a Medical, Vision, and Dental Insurance for MNG Students/Dependents Attending Courses in the
United States, in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 12 -Acquisition of Commercial
Products and Commercial Services and FAR Part 13.5 - Simplified Procedures for Certain Commercial Products and
Commercial Services.
2. The Government expects to award a single Firm Fixed Priced (FFP), 3-year Indefinite Delivery Indefinite
Quantity (IDIQ) contract that will have individual task orders issued over the course of 3 ordering periods as
follows:
Base Ordering Period: 07 December 2024 through 06 December 2025
Ordering Period 1: 07 December 2025 through 06 December 2026
Ordering Period 2: 07 December 2026 through 06 December 2027
3. This RFQ is issued as a 100% full and open competition. The Government intends to award a single FFP IDIQ
contract from this solicitation to the responsive, responsible offeror who submits the lowest priced technically
acceptable proposal.
4. The Government anticipates price competition; therefore, certified cost and pricing data is not required to be
submitted with the offeror’s proposal. However, the Government reserves the right to request certified cost and
pricing data in the event competition does not exist.
5. The scope of this procurement is to provide Medical, Vision, and Dental Insurance for MNG Students/
Dependents attending courses in the United States in compliance with the specifications found at Attachment 0001-
Performance Work Statement (PWS) Medical Insurance Policy 2024-2027.
Overall Annual Maximum Limit: Annual medical/dental coverage insurance cost should not exceed Saudi Riyals
(SAR) 22,532.10 or USD $6,000.00 to the government for each individual, ( MNG students and family members).
The Contract Line Item Numbers (CLIN) are established and a task order for the minimum amount will be issued
immediately following award of this IDIQ for the total contract minimum: Quantity of 350 insurance policies.
The guaranteed contract minimum under this IDIQ is 350 insurance policies, to be awarded in conjunction with this
IDIQ via task order.
The maximum contract limit is 1,800 insurance policies.
The minimum task order limit is a quantity of 1 insurance policy.
The maximum task order limit is a quantity of 450 insurance policies.
6. Offerors should note the provision at FAR 52.215-1, “Instructions to Offerors – Competitive Acquisition”. The
Government intends to award a contract resulting from this RFQ without discussions with offerors (except
clarifications described in FAR 15.306(a)). Therefore, offerors initial proposals should contain the best terms. The
Government does however, reserve the right to conduct discussions if determined necessary by the Contracting
Officer.
7. Any offeror submitting a proposal agrees by submission that their proposal and the prices contained therein will
be valid for 90 days after receipt of final proposals.
8. Offeror questions regarding solicitation and work contained in the PWS shall be submitted to the solicitation
POC, Mrs. Amanada Smith at amanada.l.smith.civ@army.mil no later than 0800 Central Daylight Time (CDT) on
20 September 2024, in order to ensure that all questions can be answered and posted for all Offeror’s knowledge
prior to solicitation closing.

a. Offers shall reference solicitation number W519TC-24-R-2075 and company name in the proposal email

b. In email body, please request receipt to confirm delivery.

d. Our email system standard is an estimated limit of ten (10) megabytes per incoming email.
e. Please be aware that large files may require extra time to be delivered into our email system.
f. All proposal documents must be fully delivered into the email system, and time- stamped by the
Government server no later than BLOCK 13 of this document.
12. Offerors are cautioned to ensure their proposals are fully complete. A complete proposal will be IAW Section L
of this RFQ. Files shall be clearly named IAW the Volume Structure found in Section L, Paragraph B.V. 12.
13. This executive summary is provided as an administrative convenience and is not intended to alter the terms and
conditions of the solicitation in any way. Any inconsistencies between this executive summary and other solicitation
provisions shall be resolved in favor of the other solicitation provisions.
14. Clauses and provisions from the FAR and supplements are incorporated into this document by reference and in
full text. Those incorporated by reference have the same force and effect as if they were given in full text.
15. Offeror is required to be registered in the System for Award Management (SAM) database when submitting an
offer, and shall continue to be registered until time of award, during performance, and through final payment of any
contract resulting from this solicitation. Contractors may obtain information on registration and annual confirmation
requirements via the SAM accessed through https://www.sam.gov/ or by calling 866-606-8220.
