20. Scope of Services 20.1. Contact Information 20.1.1. Contractor shall provide to Indianapolis Fire Department (IFD), in writing, the day and night time telephone numbers and email addresses for a primary and one alternate contact person for IFD to notify and communicate with during an ice or snow event causing IFD to give a Notice to Proceed (as defined in Section 20.2, Notice to Proceed) to provide snow plowing services pursuant to this Agreement. In the event that either or both of the primary and alternate contact persons change at any time during the term of this Agreement, Contractor shall notify IFD of such change and the new person's contact information. 20.2. Notice to Proceed 20.2.1. Contractor shall not begin providing services pursuant to this Agreement until: (a) Contractor receives a Notice to Proceed from IFD pursuant to this Section; OR (b) the trigger event occurs causing the automatic initiation of snow or ice removal operations by Contractor without a Notice to Proceed from IFD. (1) The trigger event referenced in 20.2.1(b) above is: (A) an accumulation of four (4) inches of snow or more; OR (B) the presence of ice with temperatures below freezing (0° Celsius/32° Fahrenheit). (2) The parameters of the trigger event (as provided in 20.2.1(b)(1) may be changed at the sole discretion of IFD at any time. 20.2.2. It is expected that the Contractor shall be aware that a notice to proceed or trigger event is forthcoming when snow begins. Contractor shall provide services in response to a trigger event on any day of the week at any time of day. 20.2.3. IFD shall provide the Notice to Proceed to Contractor via telephone call, text, or email. An emailed Notice to Proceed shall be the preferred formal notice to Contractor that IFD requires services pursuant to this Agreement. 20.2.4. IFD reserves the right to revise the Notice to Proceed and any included instructions within the Mobilization Time (as defined in 20.3, Time Limits), including revisions to the Snow Measurement (as defined in 20.4) and amount of time to complete plowing.
