Construct a 2.5-mile trail starting at the Clayton/Fayette County Line along Agate Rd to connect to Bugle Rd. The trail will be 10-foot-wide trail with 2-foot minimum wide crushed stone shoulders, and a 6” stone subbase 14’ in width. The trail is to be constructed in the backslope of the county road within the existing county right-of-way. Four large culvert extensions will be required to accommodate trail facilities along Agate Rd. It is the Conservation Board’s desire to assess whether on-road structures would benefit this project, to retain water, and reduce flood impacts further downstream. It is the Conservation Board’s intent to share the road where bridge crossings exist. The goal is to connect to the Turkey River Recreational Corridor Trail in Fayette County and extend the overall Northeast Iowa Backbone Trail into Clayton County. It is anticipated that the data collection, environmental assessment, and archaeological survey will be completed for the entire 2.5-mile stretch of trail. The design work and construction plan set will cover the entire 2.5-mile section of trail. It is assumed that this project will have a federal aid component and will go through the Iowa DOT design and review process for construction in 2024. The Conservation Board is asking for proposals to cover preliminary engineering and construction engineering services for this 2.5-mile stretch of trail.
