Specifications include, but are not limited to: The City is seeking to retain a qualified environmental firm or team (QEP) that can efficiently and effectively provide all or some of the following services (scope of work) as needed and requested by the City: Collaboration with City and IA DNR: • Coordinate with IA DNR and City on course of action to successfully complete LRP and receive No Further Action (NFA) on Site; participate in stakeholder meetings, respond to DNR comments and questions and maintain the action and deliverable timeline presented to DNR • Complete additional technical assistance and assessments as necessary to determine soil and groundwater delineation of contaminants • Assist with oversight and/or closure of groundwater monitoring wells as requested by IA DNR • Assessment and inclusion of any possible previous reports form the subject Site Grant Writing and Assistance Seeking Financial Resources: • Grant writing including but not limited to writing an EPA Brownfields Cleanup Grant including ABCA development and if awarded, grant programmatic assistance and support including reporting, Section 106 requirements, ACRES, quarterly and annual reporting, closure reporting to U.S. EPA, etc. • The selected consultant will provide support in the identification of potential funding sources and assist city in applying for other funds to remediate the Site. Oversight and Monitoring of Cleanup and Remediation Activities: • Develop remediation action plan and cleanup plan. • Preparation of Site-Specific Quality Assurance Project Plan and Health and Safety Plan for Environmental team • Preparation of applications for any required permits • Oversee and/or conduct clearance soil sampling and monitoring and oversight of environmental remediation to be performed by procured remediation contractor • Conduct additional assessment and groundwater monitoring activities as needed to ensure compliance with State and Federal regulatory requirements and satisfactory completion of cleanup • Prepare closure reports in accordance with state and federal requirements.
