Specifications include, but are not limited to: A. The minimum standard for staff employed to deliver services in this program shall be a High School diploma or GED and the equivalent of one year of full-time experience working with At-Risk Youth. B. Providers shall ensure that staff have experience in working with the target population of children and shall provide planned opportunities for ongoing staff development and in-service training. Ongoing training will help ensure staff has appropriate interpersonal skills and are aware of the Contractor and JCS expectations. C. Provide clients one-on-one guidance, mentoring and help connect to available community resources. D. Fully licensed to drive and properly insured within the State of Iowa for anyone providing transportation to youth and/or their family. E. Documented ongoing annual background checks to confirm criminal history and child abuse registry status. F. Services should be tailored to the individual’s top three risk factors as determined by the Iowa Delinquency Assessment (IDA). If the client was not required to have an IDA, the referring JCO shall provide specific risk areas to focus on. G. Consultants will respond to referrals within 24 hours. In-home family counseling sessions, minimum once per week. H. Consultants will provide supports to youth and their families for the period not to exceed the duration of juvenile court supervision in the primary goals of maintaining family and school stability. J. For Youth referred to YCPM services, develop a Transition Plan for youth in out of home placement. The Transition plan shall be personalized at the direction of the child and shall be developed with the child present, honoring the goals and concerns of the child, and shall address the following areas of criminogenic needs of the child, including but not limited to all of the following: a. Education b. Employment services and other workforce support c. Health and Health care coverage d. Housing e. Relationships, including local opportunities to have a mentor. K. Provider will need to have staffing to support a range of youth at any one time: • 4-6 youth in Comprehensive Family Therapy, • 6-8 youth utilizing Transition Services, and • 6-8 youth utilizing YCPM services
