The City of Sioux City intends to enter into a guaranteed maximum price (GMP) contract for the Wastewater Treatment Plant Facility Plan Improvements Project Phase 1. The City will do this by seeking statements of qualifications for Construction Manager-at-Risk (CMAR). The request for qualifications and subsequent request for proposals are part of a competitive selection process to engage a qualified CMAR firm to provide pre-construction services for Phase 1 construction of the Wastewater Treatment Plant Facility Plan Improvements Project. Pre-construction services will include preparation of a GMP for construction of the project. If the GMP and the related amendment are negotiated, the CMAR will proceed with construction of the project. The project will be funded with State Revolving Fund loans and is planned to include rehabilitation of existing WWTP facilities including mechanical screening and final clarifiers, modification of existing aeration basins for biological nutrient removal, construction of new facilities for primary clarification, intermediate pumping, final clarification, return activated sludge pumping, and odor control. The work is also planned to include major sitewide upgrades to the electrical, controls, plant drives, site buildings, and other supporting facilities.
