Specifications include, but are not limited to: The study will focus on a general overview of gaming in Iowa with a specific focus on Linn County. It will also include an assessment of any applications that may be submitted. Both the statewide overview and targeted assessment (if applications are received) shall include the factors listed below. In addition, the factors for the targeted assessment should consider the scope and location from the applications. All points in this section shall be included in the final report due to the Commission. For purposes of cost proposal projects, new casino applications for Linn County are due to the Commission by September 9, 2024. Vendor(s) will know the number of applications for the focus assessment after that date. • Projected admission and adjusted gross revenue • Projected impact on existing licensees • Projected percentage of out-of-state patronage (i.e. out-of-state: residents, tourism, business, etc.) and in-state patronage not served by an existing licensee (i.e. new in-state: underserved residents, business, tourism, etc.) • For the focused Linn County assessment, Vendor should provide a forecast for a 10%, 25%, and 50% increase in gaming positions from any application submitted. This forecast shall include projected AGR and impact on existing licenses • A general overview of Iowa casinos for the next 3 years – include admissions and revenues and analyze the current saturation and performance of existing Iowa markets • Projected revenue vs. actual revenue for the first 5 years of operation for casinos built after 2000 • Projected cannibalization rate vs. actual cannibalization for the first five years of operation for casinos built after 2000
