Specifications include, but are not limited to: 2.1 The City’s Project Manager will assign each project to the Consultant through a Project Request Form - see example under Attachments. Timeframe for completion of each project will vary and will be identified on the Project Request Form. 2.2 On average, the City anticipates needing 1 to 2 Phase I assessments per year. 2.3 The Consultant shall, at its sole cost and expense, provide, perform and complete in the manner described and specified in this document, all necessary work, labor, services, transportation, equipment, materials, apparatus, information, data and other items necessary to accomplish the Project as defined below, in accordance with the Scope of Services (hereinafter “Services”). The Services will also include procuring and furnishing all approvals and authorizations, and certificates and policies of insurance as specified herein necessary to complete the Project. Consultant shall provide, perform, and complete all of the services in a proper manner, consistent with the highest standards of professional practice, and in full compliance with, and as required by or pursuant to the Contract. 2.4 Phase I Environmental Site Assessments prepared by the Consultant shall meet the industry standard for conducting and reporting environmental due diligence requirements in accordance with the current ASTM standard, currently ASTM E1527-13. The report format for the Phase I Environmental Site Assessment should generally follow the recommended report format provided within ASTM E1527-13 Appendix X4. (Meaning the Environmental Professional may add additional information, but cannot remove anything that is required by the Standard.) 2.5 The Site Reconnaissance Section of the report shall include color photographs depicting the site and surrounding properties focusing on environmental conditions. These pictures shall be correlated to the report text. 2.6 The Non-Scope Services section shall include recommendations for additional inquiries or other services that are desired based on findings included within the report. 2.7 Deliverables are one (1) hard copy and one (1) electronic copy of each assessment. 2.8 The Consultant shall list by name and include the resumes of the actual staff assigned to work on the projects. Consultant’s proposed staff must possess experience with Phase I Environmental Site Assessments and, at a minimum, the individual supervising the work shall meet the ASTM definition of an Environmental Professional. Interested firms shall provide background and qualifications, highlighting experience with similar projects and demonstrating ways the firm provides a high quality of customer service. This information shall be submitted in the format described in Section 6.
