The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement N0042121G0005, with Rockwell Collins, Inc., 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to provide Engineering and Software Technical Support for Flight Management Function Application(FMF APP) Integration into the CMV-22 Trainers. The CMV flight training device configuration, the FMF APP and a flight simulator compatible version of Collins Transport Services Segment will be integrated into a 64-bit architecture that simulates aircraft avionics and performance that is hosted on a Linux Operating System (OS).
This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rockwell Collins, Inc. is original developer of the Flight Management System and retains all data rights; making them the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain and support this system.
THIS SYNOPSIS IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with Rockwell Collins, Inc. No contract will be awarded on the basis of offers received in response to this notice. Pursuant to FAR 5.207, all responsible sources may submit a capability statement which shall be considered by the agency.
